ICPS Senior Research Fellow, Baroness Vivien Stern, gave the keynote address at the Congress of the Inter-American Association of Public Defenders (AIDEF) in Buenos Aires on 13 June, in a visit organised by the British Council. In the audience were Public Defenders from throughout Latin America, as well as the President of the Inter-American Court of Human Rights.
ICPS Associate James Haines also went to Argentina as part of the FCO funded ICPS project, and spent two days in Tucumán province training senior prison staff in human rights and prison monitoring. The Director General of Prisons in Tucumán commented that for many of the staff this was the first time that they had received any training from anyone outside their own system.
Also as part of the project Vivien Stern and James Haines met the National Minister for Justice, Security and Human Rights, Dr. Aníbal Fernández. They also met senior officials in the Foreign Ministry and in the Federal Prison Service and the Prison Service in Buenos Aires province.
