 Major Disasters

The coroner will have a role to play in any disaster (major or minor) where at least one person dies. The coroner’s perspective is described in Jervis on Coroners, Chap 17, and Dorries, Chap 11. The wider perspective is set out in the Cabinet Office (formerly Home Office) publication, Dealing with Disaster (revised third edition, June 2003). There is also a government website devoted to the subject. The Cabinet Office on 19 June 2003 released for public consultation a Draft Civil Contingencies Bill, together with explanatory notes and regulatory impact assessments. The bill is intended to modernise emergency powers legislation, and would replace the Emergency Powers Act 1920 and its equivalent in Northern Ireland.
