The Joint Intelligence Committee (Control Commission Germany) on 2 October 1946 authorised the setting up of a Special Branch of the Intelligence Division, to be known as the Scientific and Technical Intelligence Branch (STIB) of the Intelligence Division (CCG) British Element (BE).
This was linked in London with the Joint Scientific Intelligence Committee (JSIC), the Joint Technical Intelligence Committee (JTIC) and sometimes with the Joint Intelligence Bureau (JIB). At the same time it was responsible to the Joint Intelligence Committee (Germany) and the Chief of the CCG of the BE.
A majority of the tasks of the Scientific and Technical Intelligence Branch were for the Ministry of Defence, but a request for it to come under the MoD was rejected in 1947. In 1950 it established close links with the Directorate of Scientific Intelligence (DSI) and then in 1954 it was attached to the Northern Army Group of NATO Command. In 1955 the War Office became the supervising authority for staff in the Scientific and Technical Intelligence Branch.
From 1954 the Scientific and Technical Intelligence Branch in Austria and Germany came under HM ambassadors there (Foreign Office).
