Robert Picciotto, Visiting Professor in the Department of Political Economy at King’s College, London previously served in its Department of War Studies where he taught Conflict Prevention and Peace Building at the MA level. A member of the Academy of Social Sciences, he is a graduate of the Ecole Nationale Superieure de l’Aeronautique (France) and of the Woodrow Wilson School of Public and International Affairs (Princeton University).

Biography

A former member of the United Kingdom Independent Advisory Committee on Development Impact (2006-2010), Robert Picciotto serves on the executive boards of the United Kingdom Evaluation Society and the European Evaluation Society. In the World Bank Group, which he joined in 1962, he initially worked as a development bank specialist in the International Finance Corporation. Next he spent three years in the India Resident Mission following which he headed the Agricultural Industries Division and the Bangladesh Land and Water Development Program. He subsequently held senior management positions including Director, Projects Department in three Regional Offices (South Asia; Europe, Middle East and North Africa and Latin America and the Caribbean). Starting in 1988 he directed the World Bank’s budget department and was promoted to Vice-President, Corporate Planning and Budgeting in 1990. In 1992, he was selected to become Director-General of the Independent Evaluation Group a post which he occupied for two successive five year terms, reporting directly to the board of executive directors.  

Recent Activities

Since retiring from the World Bank in 2002, Robert Picciotto has provided senior independent evaluation advice to the Asian Development Bank, the African Development Bank, the World Bank, the Council of Europe Development Bank, the International Fund for Agriculture Development, the United Nations Development Program, the Global Environment Facility, the Organization for Economic Cooperation and Development, Sweden’s Ministry for Foreign Affairs, the UK Department for International Development, the North-South Institute and Wilton Park, a UK Foreign and Commonwealth Office autonomous body. He is a trustee of the International Association for Digital Publications and was recently appointed to evaluation advisory panels assembled by the World Bank’s Independent Evaluation Group and the Rockefeller Foundation.
