Research interests

Stephen joined the Unit in 2002. He is examining Serious Case Reviews in adult safeguarding from a variety of standpoints, including focusing on instances when mental capacity was in play and where dementia was a facet of the case.

In 2014, he also started working on supported employment for people with learning disabilities.

He has worked on the Protection of Vulnerable Adults List project and co-authored the interim report for its sequel, the Investigating Vetting and Barring project. Earlier projects included reports on support workers in social care and advocacy in care homes.

Stephen is content provider for the Unit website and tweets and handles the blog, Social Care Workforce:, on behalf of the Unit. He is responsible for the upkeep of the database of publications and for updating the Department of Health about Unit output.

Stephen is administrator for the Margaret Butterworth Care Home Forum, and in 2014 played a major role in the development of a new journal, the Bulletin of the Social Work History Network; he now also sits on that Network’s Steering Group.
