Professor Christoph Meyer, from the Department of European and International Studies, was among leading experts from a range of disciplines interviewed by the German Commission of Experts for Research and Innovation.

The commission, made up of six experts and supported by a secretariat, was created by the German government to regularly advise on matters of research, innovation and technology policy.

Drawing on Prof Meyer’s evidence, the commission’s 2026 report recommended Germany substantially strengthen research and teaching in the area of strategic, security and intelligence studies, for instance, through creating and expanding a small number of excellent centres and institutions.

The report also cites Prof Meyer’s suggestions for improving incentives for academics fill critical gaps in government expertise during crises and to cultivate relationships with experts through framework contracts. King's College London was also mentioned by the report authors as a positive example from abroad.

The report was officially presented to German chancellor, Friedrich Merz, by the commission earlier this month. Further proposals could follow in early summer in the government’s Federal Report on Research and Innovation 2026.

You can find a short English-language version of the commission’s report here and the full report on German here .
