New honorary and visiting faculty members appointed to the School for Government
Three new appointments deepen the School's expertise in evaluation, behavioural science and the politics of policy reform

A leading evaluator of children's social care, the founder of an international governance consultancy, and the founder and a higher education policy specialist are joining the School for Government’s honorary and visiting faculty, bringing a wide range of skills and expertise to our research and teaching.
The new honorary and visiting faculty bring deep experience of running rigorous evaluations, advising ministers and senior officials, and translating evidence into policy and practice across the UK and internationally. They join a community of exports that includes Dame Tamara Finkelstein, Baroness Camilla Cavendish and Lord Peter Hain.
Honorary and visiting appointments are unpaid roles for those with an educational and research background, who are additional to our core staff and provide valuable contributions to our research and public engagement.
New appointments
Greg Power OBE, Honorary Professor
Greg is the Founder and Board Chair of Global Partners Governance, which he established in 2005 to strengthen systems of governance internationally. He has worked with parliaments, ministries and decentralised government in more than sixty countries, and is a long-standing adviser to the Inter-Parliamentary Union, UNDP and FCDO. He was awarded an OBE for services to the promotion of parliamentary democracy and political reform in the January 2023 New Year’s Honours.
David Westlake, Visiting Senior Research Fellow
David is Principal Research Fellow at the School of Social Sciences at Cardiff University. He led the Social Workers in Schools (SWIS) trial – the world's largest randomised controlled trial in children's social care – and co-leads the evaluation of the Welsh Government's Basic Income for Care Leavers pilot. David’s work has directly influenced policy at the highest levels: cited by HM Treasury in the 2024 Spending Review, referenced by Lord Justice Peter Jackson of the Court of Appeal, and drawn upon extensively in the 2022 Independent Review of Children's Social Care.
Dr Eliza Kozman, Visiting Senior Research Fellow
Eliza is an independent evaluation consultant and researcher specialising in evidence-informed higher education policy, with a focus on equality in access and participation. Previously Deputy Chief Executive of the Centre for Transforming Access and Student Outcomes (TASO), she established and led a major research programme delivering experimental and quasi-experimental evaluations to improve university access and student success. Earlier in her career, Eliza worked at the Behavioural Insights Team and the Russell Group on projects addressing educational inequality and higher education policy. Eliza holds an MSci in Physics from Imperial College London and a PhD in Behavioural Public Policy from University College London.
