Mr D’Souza was appointed as an independent member of the College Council and Honorary Treasurer from 1 August 2016. He is also the Chair of the Council’s Finance Committee and is a member of the Chairs' Committee, the Governance and Nominations Committee and the Remuneration Committee.
Mr D’Souza is an independent non-executive member of the Bank of England’s Real-Time Gross Settlement (RTGS) system and Clearing House Automated Payments Service (CHAPS - the UK’s high-value payment system) Board. He is Chair of its Risk Committee.
Mr D’Souza is also a member of the Bank of England’s RTGS Renewal Committee which oversees, on behalf of the Bank’s Court of Directors, the programme for delivery of the next generation of the real-time gross settlement service.
In addition, Mr D’Souza is an independent senior advisor at the Bank of England’s Prudential Regulation Authority (PRA). His focus is on corporate governance and risk management across the UK financial services sector.
He is the independent Chair of the Regulatory Arbitrage and Market Consequences Committee and an independent member of the Bank’s Resolvability Assessment Framework Steering Committee. He also Chairs or acts as an independent member of a range of formal PRA Senior Management Regime interview boards bringing an informed and experienced practitioner's perspective to decision making.
Mr D’Souza has over 30 years of experience in investment banking having held senior executive positions in the UK, USA, Canada and Japan. He was Chief Executive Officer of Merrill Lynch Capital Markets Bank which governed the firm’s global derivatives and foreign exchange business. In addition he was also a Managing Director and member of the Board of Directors of Merrill Lynch International, a leading global investment bank and broker-dealer, and was also Chair of the Board Risk Committee.
Mr D’Souza graduated in Mathematics and holds an MBA degree, both from Imperial College, London.
