Biography

Victor is a Visiting Ph.D. Researcher that joined the War Studies Department in 2019, coming from the Military Sciences Ph.D. Program of the Brazilian Army Command and General Staff College (ECEME). His current research on the instrumentalization of development policies by the Communist Party of China to achieve the social stabilization of ethnic minorities in Xinjiang Autonomous Region is funded by the Brazilian Federal Foundation for Support and Evaluation of Graduate Education (CAPES). Currently, he holds the position of Senior Editor of the Strife Journal.

He had experience as a lecturer at the Candido Mendes University (UCAM), where he lectured modules: 'Introduction to International Relations'; 'International Relations Theory I'; 'Foreign Policy and Development'; 'Methodology'; and 'Brazilian Political Thought.' He also served at the Brazilian Ministry of Defence where he worked on the financing and support for academic researchers in the areas of Defence and Security Studies. He holds an MA in Political Science from the University Research Institute of Rio de Janeiro (IUPERJ) and a BA in Legal and Social Sciences from the Federal University of Rio de Janeiro (UFRJ).
