"For whom does the wind blow?"
This summary draws on extensive fieldwork we conducted across Crete (April-May 2026), including a participatory workshop Arkalochori where the Minoa Energy Community is based, interviews with all municipal actors, and in-depth conversations with residents, community leaders, and energy rightsholders.
The research moves beyond technical assessments to explore the social, institutional, and political dimensions of the energy transition.
Despite high-level national targets (e.g., 80% renewable electricity by 2030) and an advanced legal framework for energy communities (Laws 4513/2018, 5037/2023), a profound gap exists between policy intention and local action in Greece.
Across Crete, only 8% of municipalities have implemented photovoltaic (PV) installations or submitted mandatory Municipal Emission Reduction Plans (MERPs), while 75% have joined energy communities on paper. [1]

Barriers identified
Local stakeholders consistently cited a combination of institutional, financial, and capacity-related obstacles when it comes to forming energy communities:
- Lack of administrative capacity: understaffed technical departments cannot design, implement, or monitor projects.
- Funding and bureaucracy: short application windows and complex procedures make it nearly impossible to access existing funds.
- Regulatory instability: frequent legislative changes (e.g. the abolition of net metering in 2024) undermine long-term planning.
- Grid saturation: large investors have occupied most of the available electrocial capacity since 2009-2012, blocking new entrants. [2]

Community perspectives
Residents across eastern, central, and western Crete expressed complex, nuanced views. Few are categorically "for" or "against" renewables; rather, they contest scale, siting, and governance.
- Distrust: Decisions are perceived as made "behind closed doors," with companies and authorities failing to conduct meaningful local consultation.[3]
- Unequal benefits: communities receive minimal financial returns (approximately 1%), while energy is exported and local electricity prices remain high.
- Environmental concerns: fears focus not only on landscape aesthetics but on water disruption, soil degradation, and desertification, based on lived observation [4].
The Minoan Energy Community: A contrasting model
The Minoan Energy Community (1,600+ members, including municipalities, churches, businesses, and households) offers a practical alternative: democratic governance (one member, one vote), reinvestment of revenues into social solidarity (free electricity for vulnerable groups), and small-scale, locally oriented PV projects.
However, even this flagship community cannot expand commercially due to licensing freezes and grid lockout. [5]
Energy transition as a political challenge
The Cretan case shows that renewable energy infrastructure is never neutral. It transforms landscapes, livelihoods, and trust. The central tension is not technology but governance: between industrial-scale projects serving external markets and community-led models prioritising local benefit and democratic participation.
Some quotes from our fieldwork are revealing:
On unequal benefits and export orientation
"This is not for the communities – it is for companies to sell energy." - A resident and farmer in Voila (abandoned medieval village), 29 April 2026.
Our interviewee explained that land in nearby Sitanos was initially purchased under false pretences (allegedly for snail farming) and later sold to a company for a photovoltaic park. Residents learned of the project only when construction vehicles arrived.
On loss of autonomy and fear of proletarianisation
"We will become employees." - Resident in Adraktos village, 30 April 2026.
Our interviewee noted that leasing land to energy companies for 25 years, rather than owning and operating local infrastructure, creates long-term dependency. His village of about 19 residents successfully prevented the installation of three wind turbines less than 200 metres from the last house, but eight were built anyway.
On water as the unspoken crisis
"What will happen to the water? This is what frightens us all." - A former school teacher, Margarites, 2 May 2026.
Our interviewee described planned high-voltage transmission lines (with pylons up to 30 metres tall) crossing near the historic Arkadi monastery. While landscape and heritage concerns are evident, her deepest fear - repeated across multiple villages - is the unknown impact of excavation and turbine foundations on underground water systems on an island already facing drought and desertification.
These quotes, together with the "democratic deficit" observation, capture the four central tensions emerging from Crete:
- Distribution (who benefits?)
- Autonomy (who decides?)
- Scale (who is this for?)
- Ecology (what is being disrupted beneath the surface?)

Interview with Vasilis, farmer from Chandras village
The filming took place in the abandoned medieval settlement of Voila. During the conversation, Vasilis reflected on changing local perceptions of renewable energy projects. While wind turbines were initially welcomed as symbols of progress, he argued that many residents later became concerned about land acquisition processes, the scale of developments, and the limited benefits returned to local communities. He emphasised that these forms of implementation prioritise corporate interests over local needs.
