European Centre for Energy & Resource Security



The European Centre for Energy and Resource Security (EUCERS) was established in the Department of War Studies at King’s College London in October 2010 and is focused on promoting an understanding of how our use of energy and resources affects International Relations. Economic competition over energy resources, raw materials and water intensifies and an increasing number of questions and problems have to be solved using holistic approaches and wider national and international political frameworks. EUCERS is determined to contribute to these questions and to point out possible solutions to a core problem of modern economies, societies and international relations by offering research and a platform for discussion.

Since its launch in autumn 2010, the centre has welcomed high profile speakers, including the then EU Energy Commissioner, Günther Oettinger, as well as former UK Minister for Energy, Charles Hendry MP and Michael Fallon MP and Kurdish Minister for Energy, Ashti Hawrami. Throughout this time, EUCERS has established valuable partnerships with other institutes and foundations, including the Konrad-Adenauer-Stiftung and Institute for Strategic Dialogue, Atlantic Council of the U.S., IICEC at Sabanci University Istanbul, The Hebrew University in Jerusalem, Energy Studies Institute at the University of Singapore, Carnegie Endowment for International Peace, Central Europe Energy Partners in Brussels and Warsaw (CEEP).

EUCERS also publishes strategy papers on energy and resource security topics. Previous issues include papers on the strategic perspectives on unconventional gas (based on a roundtable organized together with the Foreign and Commonwealth Office) and the future of coal. Our KAS fellows at EUCERS spend their research year working on papers and have published studies on the Arab Spring and its impact on supply and production in global markets, economic and geopolitical implications of the US drive for energy independence and Iran and Brazil as (re-)emerging energy superpowers. EUCERS also distributes a monthly newsletter, featuring expert commentary pieces and analysis of energy and resource security developments. Please find all publications here.

In summer 2011, after successfully applying to a EU tender, EUCERS received a EU grant to organise 6 roundtables with the EU Commission and the Konrad Adenauer Foundation. In the course of the next year, EUCERS and King’s College were the host to EU representatives meeting with leading figures from academia, business, diplomacy, media and the general public to discuss the most timely trends in EU energy policy making and developments. The energy talks series has proven so successfull that EUCERS has continued the format focusing on different topics every year. In 2016 EUCERS hosts together with the Konrad Adenauer Stiftung and Institute for Strategic Dialogue a series on the future of oil. Please find information on the series here.

EUCERS is also co-organiser of the King’s College London Summer School programme in Global Energy Politics and hosts the EUCERS Executive Energy Seminar, a one-week course for executives on the energy industry (please find more information on our summer programmes here).
