As Russia's military operations in Ukraine unfold, the European Union, the United States and the United Kingdom have launched a series of sanctions targeting the Russian economy and the Russian elite. Russia has faced incrementally more comprehensive sanctions since its annexation of Crimea in 2014. Can the new sanctions work? Can Russia manage to limit their impact?
