This presentation describes the emergent, unstable and contradictory dispositif of climate finance that is being built from iterative experiments in climate finance provision. It includes competing systems of accounting denominated in carbon, natural capital, 'green-ness', insurance risk and internationally transferred mitigation outcomes. We will examine examples from REDD+, the Green Climate Fund, green bonds, and insurance based derivatives to illustrate how experiments struggle with calculating environmental loss and time. There is currently a hybrid complexity of accounting units evident in climate finance products, but a greater use of risk and insurance is emerging. The salient question that arises is whether all this money, however packaged, can realistically address the challenges of climate change by using climate finance.
