The ICN is a global network of competition agencies dedicated to competition policy and law with the mission to advance procedural and substantive convergence and facilitate cooperation. The ICN was founded in October 2001 and today comprises more than 140 member agencies. As it entered its third decade, the ICN’s Chair, President Andreas Mundt, announced plans for a comprehensive evaluation of the network, called the “Third Decade” review. Continuing the ICN’s tradition of self-assessment, the exercise included review of the ICN’s substantive coverage, tools, and operational framework, with a view to preparing for future developments and challenges.

After conducting surveys of ICN members (NCAs) and the ICN’s Non-Governmental Advisors (as well as other discussions at ICN events), the ICN has now published its Vision for the Third Decade, available here. This vision reports “…the summary recommendations and survey results of the Third Decade consultations to inform network choices over the next decade.”

The purpose of this event is to debate the future of the ICN, including its efficiency, effectiveness and legitimacy, the need for reform, the ICN’s own Vision for the Third Decade and whether these suggestions go far enough (or too far).

After the panellists have spoken, Professor Whish will ask for questions from the floor. We look forward to a lively discussion.

This event will be followed by a networking drinks reception. This is an in person event, spaces are limited.

 

FURTHER BIOGRAPHICAL DETAILS

Professor Richard Whish KC (Hons) is an academic lawyer whose research interests focus around competition law and policy. He has written many books and articles, including his renowned Competition Law (with David Bailey, OUP and now in its tenth edition).

President Andreas Mundt has been President of the Bundeskartellamt since December 2009, member of the Bureau of the OECD Competition Committee since 2010 and the Steering Group Chair of the ICN since 2013.

Professor Eleanor Fox is an academic lawyer who studies antitrust, economic development and globalisation. She is the author of many books and articles including Making Markets Work for Africa: markets, development, and competition law in Sub-Saharan Africa (with Mor Bakhoum, OUP, 2019).

Associate Professor Mattia Guidi is a political scientist specialised in global political economy. His research interests include the study of delegation and institutions, economic governance of the EU, and competition policy. Mattia has several publications, including The Law and Politics of Global Competition: influence and legitimacy in the International Competition Network (with Chris Townley and Mariana Tavares, OUP, 2022).
