The Department of War Studies invites you to a panel discussion with former senior Ukrainian diplomat Iuliia Osmolovska, now Director of GLOBSEC Kyiv. Building on her experience at the highest levels of Ukrainian government and foreign policy, Iuliia will discuss the complex challenges of pursuing meaningful negotiations with Russia in an effort to end the ongoing conflict.
With no sign of Russia’s aggression ceasing, and recent peace efforts by the Trump administration yielding little progress, this timely discussion will delve into Russia’s negotiation tactics, Ukraine’s diplomatic and military responses, and the critical role of European allies in supporting a sustainable peace.

About the speaker
Iuliia Osmolovska is Director of the GLOBSEC Kyiv Office and a member of the Civil Council of the Ministry of Foreign Affairs of Ukraine, with 15 years of diplomatic experience. Her focus is on EU integration and European security and negotiation behaviour. She has also worked for the Office of the President of Ukraine, as well as with the Cabinet of Ministers of Ukraine. Iuliia has been involved in negotiation consultancy and training, as well as extensively in the think-tank area, running the Eastern Europe Security Institute and Transatlantic Dialogue Center prior to GLOBSEC Office in Kyiv. She is also a member of the Advisory Board of the Institute of National Economy Development in Ukraine. At GLOBSEC she has led work on Security Scenarios on Russia’s War in Ukraine in editions of 2022/23, 2024/25 and 2025/26, publishing numerous policy papers and articles, including on Russian behaviour in negotiations.
Chair
Dr Domitilla Sagramoso is a Senior Lecturer in Security and Development at the Department of War Studies, King’s College London, and an expert on Russian foreign and security policy, with a particular focus on the post-Soviet space. Her research spans violent conflict, Islamist-jihadist movements in the North Caucasus, and Russia’s wars in Ukraine, the South Caucasus and the Middle East.
