The non-proliferation regime faces a number of growing challenges. A lack of progress on disarmament, US withdrawal from the Joint Comprehensive Plan of Action (JCPOA), and the proposition of a nuclear weapons free zone (NFWZ) in the Middle East are just some issues calling into the question the likelihood of achieving consensus at RevCon 2020. Failure to reach consensus in 2020 would mark the first time two consecutive Review Conferences end without a final document.
Given these challenges, what might a successful 2020 RevCon look like? How might a consensus be achieved? What are some ways forward for the NPT and what does this mean for the future of the non-proliferation regime?
Speaker: H.E. Ambassador Rafael Mariano Grossi
Dr Rafael Mariano Grossi is the Ambassador of Argentina to Austria and Permanent Representative to International Organizations in Vienna. He has extensive experience and knowledge in disarmament and non-proliferation affairs and diplomacy. From 2002-2007, Mr. Grossi was Chief of Cabinet in the Office of the Director General of the Organization for the Prohibition of Chemical Weapons in The Hague (OPCW) and from 2010-2013 he was Assistant Director General for Policy of the IAEA.
Ambassador Grossi served as Chair of the Nuclear Suppliers Group (NSG) for two consecutive terms (2014 – 2016). He was President of the Diplomatic Conference of the Convention on Nuclear Security which adopted the Vienna Declaration in February 2015. Ambassador Grossi was the Chairman of the United Nations Group of Governmental Experts on the UN Register of Conventional Arms 1997 and 2000.
