About the role:
Managing a strong culture of ownership, you will be responsible for teams that maintain, repair and improve our university maintenance facilities, helping to create an outstanding environment for learning and research. The postholder will ensure a high-quality, customer-focused service that supports the University’s operational and strategic goals.

Ensure full compliance with statutory, regulatory, and internal standards across campus engineering operations.

Support the Head of Engineering Operations by ensuring operational compliance with KCL policies and procedures.

Lead the planning, delivery, and continuous improvement of compliance-related maintenance activities.

Act as a key liaison between the Campus Operational Engineering team, contractors, and stakeholders to ensure safe, efficient, and legally compliant service delivery.

Maintain robust documentation and reporting systems to support audit readiness and operational transparency.

Support the development and implementation of compliance strategies tailored to the diverse needs of the campus environment.

Promote a culture of safety, accountability, and continuous improvement within the engineering and maintenance teams.

Working with the Head of Campus Operations to prepare a monthly compliance report.

Ensure completion of all mandated Health & Safety training, including eLearning modules, within required timeframes to maintain compliance with statutory and organisational standards.
Act as Deputy for the Engineering Operations Manager on Scheduling & Compliance: Provide leadership and continuity by deputising for the Engineering Operations Manager on Planning and Compliance when required, ensuring consistent oversight of compliance and scheduling functions.
Ensure Statutory and Regulatory Compliance: Take responsibility for ensuring all statutory and compliance obligations are met across the estate, in line with the universities requirements and industry standards. Validating data on site to ensure accuracy and completeness of all tasks.
Collaborate on Compliance Strategy Development: Work closely with the Operational Engineering and Assurance Compliance function to develop and implement tailored compliance strategies that reflect the diverse operational needs of the university estate.
Support Contractor Performance and Compliance: Partner with the Engineering Operations Manager for Outsourced Services to ensure that all contractor service level agreements (SLAs) are met and that compliance obligations are fully delivered.
Uphold Regulatory and Policy Standards: Ensure all works are delivered in strict accordance with statutory regulations, approved codes of practice.
Team Competency and Training: Ensure all team members are appropriately trained, competent, and confident with regards to statutory and regulatory compliance.
Monitor and Report on Statutory PPM Services to Agreed SLAs: Working with the Team, ensure the delivery of statutory and regulatory planned preventative maintenance (PPM) services, ensuring they meet the agreed SLAs.
Maintain Accurate Contract and Compliance Records: Keep comprehensive records of all maintenance contracts, including visit schedules, service reports, costs, renewals, and correspondence. Maintain detailed compliance documentation covering plant insurance, fire systems, electrical safety, and other statutory areas.
Support Compliance Management Systems: Assist in the operation and optimisation of the CAFM System and SharePoint system, with a focus on compliance tracking and reporting.
Maintain Organised Documentation Systems: Contribute to the development and upkeep of a structured departmental filing system for all Hard Services compliance and operational records at campus Level.
Adhere to College and Departmental Policies: Carry out all duties in accordance with universities policies, procedures, and regulations, as well as Estates and Facilities Department protocols.
Participate in Emergency and Business Continuity Planning: Serve as part of the escalation and response process for universities emergencies. Support the development and implementation of Business Continuity Plans to ensure operational resilience.

About you:
To be successful in this role, we are looking for candidates to have the following skills and experience:
Essential criteria
1. IOSH Managing Safely or equivalent
2. Good understanding of Statutory Compliance (Fire and Water Risk Assessments, LOLER, PUWER, Insurance, Pressure Systems)
3. Strong administrative and organisational skills
4. Excellent communication skills both oral and written, including an ability to write technical and non-technical papers including survey reports as required
5. Excellent computer skills using Microsoft Office and particularly Microsoft Excel

1. Electrical/Mechanical qualification
2. NEBOSH
3. Authorised Person (LV/HV/Pressure/ Confined Space)
