EU control list of dual-use items has been comprehensively updated
The European Commission has updated the EU control list of Dual-Use Items (Annex I to Council Regulation (EC) No 428/2009).
This update came into force on the 31st of December 2014 and incorporates some 400 changes as a result of decisions made by the various multilateral export control regimes in 2011, 2012 & 2013. These changes include the addition of new controls, removal of some controls, changes to certain technical parameters and other amendments.
Changes include (but are not limited to):
- Changes to the technical parameters for nuclear reactor parts and components
- New controls on certain chemicals
- New controls on special materials, electronics, information security equipment, lasers, and aerospace equipment
- The changes also remove some previously controlled items and technologies that have become widely available and have been deemed to present a low security risk.
