Financial cyber crimes - who is responsible?

Professor Mischa Dohler was on Ian King's Sky News Business programme to debunk the digital policy issues around financial cyber crime.

The discussion followed an earlier statement by the Metropolitan Police Commissioner, Sir Bernard Hogan-Howe, that banks should not refund customers who fall victim to cyber crime offences because it "rewards" them for poor internet security.

Professor Dohler explained the complexity of the eco system, underlining that the police have the right to complain as they are fighting an exponentially growing crime with decreasing resources. However, consumers should not be made responsible as banks and online merchants are in the strongest position to fight such a crime.
