Biography

Jean-Annet de Saint Rapt leads research and outreach activities on counter-proliferation finance at the Centre for Science and Security Studies (CSSS). He studies the financing of weapons of mass destruction proliferation but is also interested in mechanisms to prevent proliferation such as export controls or sanctions with a focus on private sector implication.

For 15 years, Jean-Annet worked in management roles for large financial institutions, which gave him significant exposure to international transactions and cross-border private sector compliance. He also served for many years at the French Civil Defence, where he participated in numerous operations and was in charge of command training.

Jean-Annet graduated from a business school in Paris. He also attended the French Army War College. He has an MA cum laude from UC Louvain in international relations and is a PhD candidate in Political Science at the University Panthéon-Assas (Paris 2). He also holds senior positions in French security and safety institutions and is an auditor of the French National High Institute for Security and Justice. Jean-Annet is an associate at the Institute for Strategic Studies (IRSEM) with the French Ministry of Armed Forces and at the Centre for Study and Research on Administrative and Political Science (CERSA) with the French National Centre for Scientific Research.
