Dr Luiz Guimarães e Silva is a Visiting Researcher at The Dickson Poon School of Law, King's College London. His research focuses on the intersection of law, artificial intelligence, data protection, democratic governance, human rights, and the energy transition, combining legal scholarship with insights from technology and engineering to address contemporary regulatory challenges.

He completed his PhD in Law at King's College London and was awarded the Associateship of King's College (AKC). He also holds an LL.M. from Queen Mary University of London and an M.Sc. from Coventry University, having been awarded the prestigious UK Government Chevening Scholarship. In addition, he holds a Bachelor of Legal and Social Sciences, a B.Sc. in Physics, and a B.Eng. in Electronics Engineering.

His doctoral research examined deceptive influencing as a harm to democratic politics and proposed a novel legal framework to protect individuals from harmful profiling in electoral contexts. His current research explores AI governance, privacy, freedom of thought, electoral integrity, and the legal challenges of achieving a just energy transition. He developed the E-5IF (Energy Five Imperatives Framework), an original interdisciplinary framework for evaluating energy transition policies through the integrated lenses of energy security, affordability, sustainability, equity, timing, and human rights.

Alongside his academic work, he is a qualified lawyer, entrepreneur, and founder of legal, technology, renewable energy, and digital infrastructure ventures. His previous international leadership experience in the telecommunications and technology sectors informs his interdisciplinary research.
