Biography
Phil is Group General Counsel at QA Group, the UK’s leading digital education and skills provider. QA helps businesses, governments, and individuals close critical skills gaps in technology and beyond, bringing together professional training, apprenticeships, higher education, and talent services to deliver measurable outcomes for learners and employers, with operations in EMEA and the United States. Phil leads QA’s legal, compliance and regulatory functions across the QA Group. He also oversees QA’s AI transformation, spanning governance and operational delivery.
A triple qualified lawyer (England & Wales, New York, Republic of Ireland), Phil began his career in M&A and capital markets at Cravath, Swaine & Moore (New York) and Covington & Burling (London), before senior in-house roles at Liberty Global and Cera Care. Phil graduated with First Class Honours from Queen’s University Belfast and has a LLM from Harvard Law School, where he was a Frank Knox Fellow. He was a former intern in the United States House of Representatives and has even worked as an attorney for a police SWAT team in the United States. In 2025 Phil was named by www.thelawyer.com as one of the Top 20 European Growth General Counsels.
