Evaluation of the Making Fluent and Flexible Calculators programme

The Education Endowment Foundation (EEF) has commissioned the Policy Institute to conduct an evaluation of Making Fluent and Flexible Calculators (MFFC). MFFC was developed by HFL Education with the aim of improving low prior attaining Year 7 pupils’ knowledge and understanding of a range of mental calculation strategies to raise their overall maths attainment.

The evaluation will be a randomised controlled trial (RCT) involving 120 schools, with randomisation at the school-level. The primary outcome is pupils’ maths attainment, with secondary outcomes on maths attitudes, additive reasoning skills, and calculation fluency. Alongside the RCT, we will conduct a mixed-methods implementation and process evaluation (IPE) to explore why MFFC does or does not achieve its stated outcomes, as well as exploring the barriers and facilitators that led to these results. The IPE will take a mixed-methods approach with data collected through surveys, observations, interviews, and collection of monitoring data.
