
Biography
His doctoral research investigates whether Generative Artificial Intelligence (GenAI) represents a Revolution in Military Affairs, exploring how generative models and synthetic media are transforming military operations and strategic competition while ensuring their use remains ethical—protecting privacy, promoting fairness, and supporting human well-being.
Lieutenant Colonel Fecteau’s most significant assignment was as a Battalion Commander, leading soldiers in complex operational environments. He has also served as a National Security Aide at the White House and as an Operations Officer with United States Army Central Command. His deployments include Iraq, Kuwait, East Africa, the Greater Middle East, and Italy.
He holds a Master’s in Public Administration from Harvard University and is a member of the Pacific Council on International Policy, the Association of Old Crows, and the United Nations Association of the USA
Grounded in yoga, Buddhist, and Taoist philosophies, he approaches research with balance and mindfulness. A practitioner of Filipino martial arts - Kali, Arnis, and Eskrima - he values discipline, adaptability, and ethical leadership in both scholarship and service.
