Penelope is a practising barrister at Twenty Essex Chambers, specialising in public international law and also a lecturer. She regularly appears as counsel before international courts and tribunals, as well as in cases before the English courts involving international law, human rights, EU and public law and the interaction between legal systems. She has taught international law on various courses at King’s since 2011.

Previously, Penelope was a Fellow of Downing College and a Fellow of the Lauterpacht Centre for International Law, University of Cambridge, where she taught undergraduate Public International Law and EU law (2005-2010) and the Law of Armed Conflict (LLM) until 2015/2016. She has also taught at the University of Auckland and regularly teaches a module on the ITLOS-Nippon Fellowship.

Teaching

Currently Penelope teaches the law of the sea on the undergraduate course in Public International Law. She convenes and lectures the LLM modules 'Oceans Governance' and 'Cyberspace Law.'
