Ximena Soto Soutullo is a PhD student in the Department of International Development and Associate Researcher at the Observatorio Político Electoral (OBPE) at Universidad Diego Portales in Chile.
She holds an MA in Political Science with a major in Institution and Political Processes from Pontificia Universidad Católica (Chile) and a BA in Political Science from Universidad Diego Portales (Chile).
Prior to joining King's, Ximena worked at the Laboratorio de Gobierno (Government Laboratory) for two years, as a social researcher. She was also a professor at the University of Chile and the Universidad Diego Portales in courses related to political and economic development in Latin America, public policies and political institutions, for almost four years.
Thesis title: 'The shift towards universal social policies in Chile, 2000-2018: determinants in the gap between design at the central level and implementation at the local level'
Her research seeks to identify the determinants of success in the implementation of social policies at the local level, in the context of a high-income and very unequal countries, such as Chile. Ximena is funded by Comisión Nacional Científica y Tecnológica (Conicyt, Chile)
