Biography

Ximena Soto-Soutullo is a Postgraduate Researcher in the Department of International Development. She also works as an international consultant on projects related to public service design.

In addition to holding an MA in Political Science with a major in Institution and Political Processes from Pontificia Universidad Católica (Chile), she also holds a BA in Political Science from Universidad Diego Portales (Chile).

Prior to joining King's, Ximena worked as a Social & User Researcher at the Laboratorio de Gobierno (Government Laboratory). Additionally, she was a professor at both the University of Chile and the Universidad Diego Portales, teaching courses on economic and political development in Latin America as well as public policies and political institutions. 

Research

Thesis title: 'When Money is Necessary but Not Sufficient: Institutional Capabilities from a Service Design Perspective - The Case of Covid-19 Early Vaccination Process in Chile'

The findings of her study may have implications for those who design local healthcare services, in the sense that money is necessary to ensure adequate coverage, but other factors also have a significant impact on public health outcomes. A blueprint for an archetypical vaccination service is developed as part of the research project.

The results of this study enable the identification of intervention points to improve vaccination coverage, which should be taken into account when developing future vaccination services. By using them, commissioners, local authorities, and service designers may enhance the effectiveness, quality, and efficiency of healthcare services without incurring additional costs.
