This service evaluation takes a combined qualitative and quantitative methodological approach to explore an innovative public health intervention with significant public management implications in South London.The intervention is known as the ‘Elton John AIDS Foundation Zero HIV programme’.

The intervention ran in the boroughs of Lambeth, Southwark, and Lewisham from November 2018 until the end of December 2021.The goals of the intervention include improving a person living with HIV’s health outcomes by linking them into HIV treatment either as a new diagnosis or through re-engagement with NHS services (if already diagnosed but not receiving treatment) before their condition deteriorates, slowing the spread of HIV through avoiding future transmission and saving the NHS money in future years.

The evaluation was carried out by: Dr Alec Fraser, Lecturer in Government & Business at King’s Business School, Dr Clare Coultas, Lecturer in Social Justice at the King’s School of Education, Communication and Society and a postdoctoral researcher in the South London Applied Research Collaboration, based at the King’s Institute of Psychiatry, Psychology and Neuroscience and Dr Alexis Karamos, Population Health Analyst for the London Borough of Hackney and the City of London, and a visiting Research Associate in Social Epidemiology and Public Health at King’s College London.
