Vince Cable Launches Construction Law Guidance

At the 2014 Government Construction Summit held on 2 July 2014 the Rt Hon Dr Vince Cable, Secretary of State for Business Innovation and Skills, announced the launch of Project Procurement and Delivery Guidance authored by the King’s College London Centre of Construction Law.

The Guidance is based on research by the Centre of Construction Law demonstrating how the ‘Two Stage Open Book’ approach to public sector construction projects can deliver savings combined with improved social value such as regional jobs and business opportunities.

The third annual Government Construction Summit - the UK’s most important annual construction event - announced the Government’s vision for the construction industry to help stimulate and grow the economy over the coming year, ahead of the 2015 general election.

In response to a question from Professor David Mosey as to Government follow-through on the guidance, Dr Cable confirmed that he had invested personal political capital in the strategy of which the Guidance forms part and had spoken to the Opposition to ensure that it survives the outcome of the 2015 General Election.

The Centre of Construction Law is continuing its research in this field, including the mentoring of several Trial Projects to test the impact of the new Guidance on central and local government construction procurement.

Professor David Mosey said:  'This publication represents an important milestone for the Centre in our research as to the impact of new procurement models on the value delivered through public sector construction projects. We will track closely the take up of our new guidance by clients and the construction industry.'

The Centre of Construction Law in The Dickson Poon School of Law at King’s brings together staff and students from all areas of the construction industry and its professions. These include lawyers, engineers,  surveyors and other related professionals, as well as those with dual qualifications in a range of fields.
