The Hon Alexander Downer AC - Executive Chair
Alexander is Executive Chair of the International School for Government at King’s College London. From 2014 to 2018, Alexander was Australian High Commissioner to the UK. Prior to this, he was Australia’s longest-serving Minister for Foreign Affairs, a role he held from 1996 to 2007. Alexander also served as Opposition Leader and leader of the Australian Liberal Party from 1994 to 1995 and was Member of the Australian Parliament for Mayo for over 20 years.
In addition to a range of other political and diplomatic roles, he was Executive Director of the Australian Chamber of Commerce and the United Nations Secretary General’s Special Adviser on Cyprus, in which he worked on peace talks between Greek and Turkish Cypriots. He is currently Chairman of the UK think tank Policy Exchange, a trustee of the International Crisis Group, and an Academic Bencher of the Honourable Society of the Inner Temple.
Professor Andrew Massey FAcSS - Academic Director
Andrew is the Academic Director of the International School for Government. He has worked in a range of areas including British, European, and US policy and politics. His main areas of research include comparative public policy, public administration and issues around the reform and modernization of government and governance. He has worked on secondment and as an advisor to a range of UK and European government bodies. He is Editor in Chief of the journal International Review of Administrative Sciences, and Editor of Public Money and Management. He is a member of the Council of Administration of the International Institute for Administrative Sciences. His community work included over 17 years as a Justice of the Peace.
Dr Annette Prandzioch - Head of External Relations and Business Development
Annette interacts with the diplomatic community and governments across the globe in her role at the International School for Government. Prior to that she was Chief Operating Officer at the Royal Commonwealth Society, the oldest civil society in the Commonwealth. Previously she practised as a barrister in commercial and property law for 18 years. She is a governing Master of the Bench at the Honourable Society of the Inner Temple and has a MA from Cambridge University and a doctorate from Tübingen University, Germany
Emma Charles - Head of Strategic Programmes
Emma is passionate about innovation and user-centred design, and manages the development and delivery of the School’s curriculum. Emma is an experienced product and project manager, and mostly recently led product and business development for a diversity recruitment tech start-up. Prior to this she founded an educational developments team at Imperial College London, where she managed education strategy projects and created a flagship blended biomedical science degree.
Dr Olga Siemers - Lecturer in Public Policy
Olga is a Lecturer in Public Policy in the International School for Government at King’s College London. Before joining King’s in 2019, she was working at the University of Oxford and Open University as a Research Fellow and Tutor in Political Economy. In her research role, Olga was conducting randomised controlled trials evaluating public policy impact on behaviour and attitudes towards personal finance in the UK. Prior to her academic career, Olga was a research assistant to an MP in German Parliament responsible for conducting research and policy analysis.
Her research and teaching interests include public policy, EU and global studies, international migration and labour market. Olga has a PhD in Employment Research from Warwick University and a MA in Politics from Freie Universität Berlin.
Matthew Simmons - Senior Programme Officer
Matthew is a Senior Programme Officer devoted to understanding and refining the ways in which we can improve student experience through data analytics and technology enhanced learning. He has a background in postgraduate programme administration, library acquisitions, and staff coordination. He has worked on various student experience projects such as improving the accessibility of library resources for the visually impaired. As a former King’s College student, he aims to provide the same high quality of service that he’s experienced to all future students.
Tom Mansfield – Operations Manager
Tom joins the International School for Government from KCL’s Arts & Humanities Faculty, were he was the Communications Lead. Previous to this, he's worked in the field of online and blended education with King’s Online, a key ISfG partner. Tom began his higher education career at Cambridge University, where he also completed a master’s in history. In addition to these HE roles, Tom has held a number of private sector positions in consulting and research.
Tia Cayford - Executive Assistant
Tia is a dedicated Administration and Executive Assistant professional. She is accustomed to employing initiative and taking on challenges in providing high level support to the International School for Government team.

Henk Wagenaar - Senior Academic Advisor
Hendrik Wagenaar was professor at the Department of Urban Studies and Planning at the University of Sheffield (until September 2017). He is currently senior academic advisor to the International School for Government at King’s College London and Adjunct Professor at the Institute of Governance and Policy Analysis at the University of Canberra. He publishes in the areas of participatory democracy, interpretive policy analysis, (prostitution) policy and practice theory.
Sir David Green CB QC - Visiting Professor
Sir David practised as a barrister in criminal law, both prosecuting and defending for 25 years, and was appointed Queen’s Counsel in 2000. He was Director of the Revenue and Customs Prosecutions Office (RCPO) from 2004 to 2010 and Director of the Serious Fraud Office (SFO) from 2012 until 2018. He has been a Senior Consultant with the law firm Slaughter and May since 2018. He also is a governing Bencher of the Honourable Society of the Inner Temple.
