Changing Cultures: transforming leadership in the arts, museums and libraries

Changing Cultures is a report commissioned by Arts Council England and produced by King's Cultural Fellow Sue Hoyle, in partnership with researchers and the King's Policy Institute. The report forms one piece of a body of new research commissioned by Arts Council England to inform its forthcoming 10 year strategy for the period 2020 - 2030. 

Changing CulturesTaking into consideration the shifting leadership environment of recent years, the report concludes that the significant challenges being faced by the arts, museum and library sectors require innovative, brave and resilient leaders who will change organisational culture to create a new paradigm of leadership. Most urgent is the need for greater diversity in the workforce, with leaders who understand the importance of enabling new voices to be heard.   

Using a variety of research methods including a wide-ranging survey, case studies, interviews and focus groups, the key findings from the report show that leadership is developed most effectively through a combination of structured learning, self-reflection, exchange and practical experience.  A range of high quality leadership development opportunities are available, but their effectiveness is reliant on organisations being flexible, committed to learning and open to change. Alongside this is the acknowledgement that there is much to learn from leadership development in other sectors and countries, and that the competencies for leadership in different sectors are converging.
